Now, Orochimaru was afraid of Itachi and Pain. However, Jiraiya wasn't. Jiraiya pretty much only lost to Pain because of the surprises, but he was an extremely strong ninja. In my honest opinion, Jiraiya is the strongest Sannin but Orochimaru is the greatest genius among the Sannin and had the most potential.
